Over the course of 2019 and early 2020, the BPA Council conducted a review of the make-up of Council, the current makeup was agreed in 2014 when our current governance structure was established. At that time there were 650 corporate members yet today we have over 750 corporate members and growing, from an increasingly diverse background.

The review examined a range of options and has now concluded, that while the original distribution was fair at the time of inception, given the increase and shift in the balance of our membership, it is fair to change the makeup of Council so that it is more representative of the current membership. The details set out below were debated and agreed by the BPA Council in March 2020 and will take effect for the next scheduled elections in May 2022:

• Create additional seats on Council to allow for an expanding membership         
• National Operator (NOG) and Parking on Private Land (PoPL) Groups to be merged with the two NOG seats reallocated to PoPL 
• Two reserve seats to ensure that the immediate Past President/Vice President or President remain on Council for a further 12 months if their normal Term of Office expires at the same time as their Term of Office and they are not otherwise re-elected
• All Directly Elected seats to be reallocated to other Membership Groups     
• The smaller member Groups will retain a minimum of one seat, resulting in one seat each from the Consultants and Individual Member Groups being reallocated to other Groups
• The reallocation of seats results in the following; four seats added to Local Authorities, three seats added to Parking Technology, and one seat added to PoPL
• All other seats, including Regional and Country Representatives, remain the same

All of these changes will take place as a three-year transition period running in parallel with the elections in thirds, with each seat being reallocated as the seat reaches its natural end of the term. The new representative Council structure will be in place fully after the 2023 elections. Council then will have up to 43 seats, if the reserved seats are used.
